China's arbitrary use of the death penalty has given the lie to its claims of being an advanced country built on the rule of law. Now the country is reforming its procedures; China's top court will review all death penalties imposed by lower courts. "Execute less, execute carefully" is the new mantra. The reform is a good one, as far as it goes, but it does not go nearly far enough.
Increasingly, China is embarrassed by its record on capital punishment.

OTTAWA -- An estimated 41,500 transplant operations in China were probably performed using organs of imprisoned Falun Gong members killed by Chinese authorities, says a report released yesterday by two prominent Canadian lawyers.
